==Legal Status== The Action Plan is a presidential policy document, not an executive order. It does not have independent legal force; its directives are implemented through subsequent executive orders, agency rulemaking, and appropriations. The plan functions primarily as a coordination and signaling mechanism, communicating administration priorities to agencies, Congress, and the private sector.
