== Proposed funding condition ==
Section 2 would add a provision to title 23 directing the Secretary to withhold 10 percent of a state’s section 104(b) surface-transportation apportionment unless state law restricts automated license-plate readers to specified uses. The withholding would begin with fiscal years after the second fiscal year beginning after enactment.<ref name="no-flock-bill" />

The permitted uses are toll enforcement; identifying stolen vehicles, missing or endangered people, or vehicles registered to people with felony warrants; and investigating a vehicle involved in a felony offense.<ref name="no-flock-bill" />
